7. Mr. Russell has been for some time past suffering from a very severe illness from which he has now partially recovered, but requires a change to restore him to health. This will very clearly appear from the accompanying certificate of the Colonial Surgeon.
3. The amount of salary payable to the class of Student Interpreters to which Mr. Russell belongs, namely £1,100 per annum, renders it, I need scarcely say, impossible for them to defray the expenses occasioned by unforeseen requirements of this nature. I trust, therefore, Your Grace will approve of my having granted the allowance in the present instance and sanction my doing so if amongst the Student Interpreters cases of similar urgency should again arise.
